           BSNL in spectrum talks with telcos


Bharat Sanchar Nigam Limited (BSNL) is keen to cash in on and trading. The state-run telecom firm is also in talks with private telcos for (ICR) agreements to share its passive infrastructure.

In ICR agreements, passive infrastructure such as base transceiver stations will be shared among the operators when a subscriber of an operator roams in that circle.

"We have started discussions with Bharti Airtel, Vodafone and Idea Cellular on spectrum sharing. We are working out the modalities and will soon come up with proposals for the same. A deal, though, is six to 12 months away," said Shrivastava.

Private operators, especially Bharti Airtel, have been asking the government for more spectrum, and with the opening up of sharing and trading norms, telcos are looking to strike deals with potential firms to share the scarce resource.

BSNL has idle spectrum in many locations. "It (spectrum sharing and trading) will be a huge revenue potential for us," Shrivastava added.

For ICR, BSNL has been talking to Telenor, Airtel, Vodafone, Aircel and Reliance Group and a deal will be closed very soon.

Spectrum sharing and trading will allow operators to pool their spectrum in a particular location in a licensed circle to ease congestion and increase capacity. It will also help in improving the quality of services. Through such pacts, operators will not have to wait for the auction round by the government to get spectrum.

BSNL, which recorded Rs 7,600 crore of loss for the previous financial year, expects to cuts its losses by Rs 1,000-1,500 crore for 2015-16.

அதற்குப் பிறகு நமது இயக்கத்தின் சார்பாக போனஸ் தர வலியுறுத்தி நிர்வாகத்துக்கு ஒரு கடிதம் தரப்பட்டது.
மத்திய செயற்குழுவில் போனஸ் பிரச்னை  தலைவர்களால் விவாதிக்கப்பட்டு முடிவும் எடுக்கப்பட்டது.
அந்த முடிவையும் நமது சங்கம் நிர்வாகத்துக்குத் தெரிவித்தது

இதை யார் செய்வது?
மத்திய சங்கத்துக்கு வழிகாட்டும் நமது தமிழ் மாநிலச் சங்கம் இந்த சுயபரிசோதனையைச் செய்து  மத்திய சங்கத்துக்குத் தெரிவிக்க வேண்டும் என தோழமையுடன் வேண்டுகிறோம்.

Yesterday (02-11-15) I spoke at the National Executive meeting at Aurangabad in the evening session.In an hour long speech i touched upon the following points.
1.Bonus issue must be settled immediately.For this if need be NFTE may organise independent struggle.As NFTCL got the bonus order for contract Labourers with the intervention of CLC in Tamilnadu we may also approach the CLC since BSNL has Rs.800 crore more revenue in the last financial year and already DPE confirmed in 2011 itself that no linkage of profit for payment of PLI in CPSUs.
2.Organisational problems in West Bengal,Kerala,Tamilnadu should be resolved immediately to face the next verification in May 2016.
3.To bolster our vote bank the support of like minded unions and associations such as SEWA and TEPU may be sought on a common understanding well before the Seventh Verification.
4. The problems of newly recruited employees (after 01-10-2000) including terminal benefits be solved without any further delay.
5.Ensure Councils at all levels are functioning as per schedule.Almost all councils throughout the country did not meet thrice during the last three years .
6.As two unions are recognised now the management must be approached to ensure agenda points for the council meetings be sent under the signatures of both leader and secretary of the staff side since in many places the leaders of BSNLEU acts as censor board and misuse their position as secretary of the staff side and refuse to forward the inconvenient agenda points given by NFTE .
7.Recognition to Branch unions must be secured as they are the roots of the Union tree.Further the district unions of Metro circles like Chennai and Kolkata needs to be recognised as in the case of Territorial circles.
8.Seperate subsidiary Tower company must be opposed and stopped at any cost as the said formation will do immense damage to the financial position of BSNL
